Subject: Security alert installed latest version today 03/07/09
Why is this at the top of every page and how can i get rid of it ?

Security alert. Local file inclusion bug. More info here, fixed release available. [18] (what's this?)

Have already followed the link http://bugs.splitbrain.org/index.php?do=details&task_i…
done what is says and its still there !

If you actually checked the instructions but the message is still there, it is most likely the update check notification system [1]. Check the instructions in the page - you'll need shell access to the wiki directory to modify a specific file but that should do the trick.

To stop the outdated update message from showing you can simply wait a day.
