Your feeling is right, this is nonsense. ;-) But unfortunately this notion is quite common.
Learning the basics of HTML, CSS and JavaScript and getting "your first website" done quickly somehow is relatively easy. But that is very far from *mastering* it.
I think a big problem are those many frameworks which appear to make everything easier (which is partly true, but that makes you learn the framework and not the language). Then those web development bootcamps ("learn how to code in 3 months") make everyone believe that it's so easy and quick to become a rock star developer.
On the one hand I like that it's much easier these days that "ordinary people" can start programming fearlessly, but on the other hand it should be made much clearer that they would still have *years* to learn before they could call themselves professionals.
Back to the original issue... Depending on how important this is for you, you could also hire a consultant or agency to do it. But asking friends to help out sounds like a reasonable thing, especially as this is a relatively small task (for a professional).
