Yes. Maybe, my teminology is somewhat sub optimal...
It looks like utf-8 dispalyed as ascii - the format identifier UNICODE at the beginning is pure ascii, the rest is utf-8.
It has been written by this small ruby routine within a utf-8 coded source file:

params << "-M\"set Exif.Photo.UserComment charset=Unicode #{comment}\" " if comment && !comment.empty?
`exiv2 #{params} #{image}` if !params.empty?
end
The key word UNICODE had been upcased by exiv2 and the text displayed in my screenshot was comment.
