I have Dokuwiki deployed on Heroku. Using the User Manager and Access Control List Management as the adminstrator, I am able to add users and restrict access. I am able to login as different users. However, when I run
heroku run bash
and check my files in the /conf directory, I can see that the users.auth.php file is not being updated with the new users and acl.auth.php is not being updated with my new access settings (with only registered users able to see the pages). Likewise, I am able to create and save new wiki pages but I do not see any new pages in the /data/pages/wiki directory. When I run
git pull heroku master
it says "Already up to date" indicating no files have changed.
The user login and pages persist after I login as different users, close and re-open the browser, clear the cache, etc. But after while (maybe few hours) the changes disappear. I am only left with the original settings in the `users.auth.php` and `acl.auth.php` files that I got from the Dokuwiki I installed in Ubuntu on my PC, with only the admin account. Without these two files there was no login in my Dokuwiki deployed on Heroku. All the wiki pages I created also disappear.
In my local.php I have

$conf['useacl'] = 1;
$conf['superuser'] = 'admin';
The PHP process (web server) is the owner and it's group is the group of all the files and directories. It has read / write permissions for all the files, and read / write / execute permissions for all the directories. What am I missing?
