turnerm is correct.
The
other problem is that you are using "localhost" instead of the actual "hostname" (which will always be a problem if the viewer is not logged in locally to your webserver). This results in
interwiki.local.conf generating a link to
/tickets/v2#single_ticket/00000 - which will fail :-(

spice http://aspire/tickets/v2%23single_ticket/{URL}
This is a dummy ticket

If you are still having problems (flush your browser cache first) I'd hazard the guess that it's a problem with your webserver (IIS?) or your filesystem (Windows?). The solution provided above is tested as working with Apache or NGINX webservers, on a Linux filesystem (which doesn't have the problems Windows filesystems have with 8.3 filenames, case-sensitivity, character set restrictions, or filename/path length).
