I'm not a redhat user but It could very well be due to selinux.
You could try to relabel your /var/www/html/dokuwiki hierarchy.
Then direct your browser again to install.php.

These were probably previous errors. errors before you removed the DokuWiki directory

As cziehr answered, you need PHP 5.6 . If you are stuck with this redhat/php version, have a look at
https://www.dokuwiki.org/changes. You will be able to determine the compatible DokuWiki versions. But you may still encounters problems with extra plugins or template.
