I understood what you said.
The button are what's called a sectioning facility implemented in the core of dokuwiki.
You see only a part but when saving but you modify the whole page.
If you are an HTML savy, you can see that there is a prefix for the part before and a suffix for the part after.

Reorganizing the outline is normally part of a rich text editor
Basically:
- the section will move on your HTML page when you click (thanks to javascript: ie the editor)
- the new HTML file will be translated the text file (with javascript: ie the editor)
- the new file will be send to the server (with javascript: ie the editor).
Dokuwiki has en editor based on a form where your manipulate the text file directly. This is not really called a rich text editor but a text editor.
I need sometimes to move section around and I agree with you that this is a pain.
