I have an installation of DokuWiki "Hogfather" hosted by Namecheap and another installation of "Hogfather" on my private laptop, where I have the current (2017-03-08) version of the Synchronization Plugin by Andreas Gohr installed to keep the two versions in synch. Normally I perform a synch every week, but on 2022-01-20 I turned it in for a repair and picked it up again on 2022-03-31. Since then I have not been able to synch. I sometimes get different errors, but most common is "Failed to fetch remote file list. transport error - HTTP status 429".
I have tried various changes in the User Manager, Access Control List Management, and Configuration Settings on both ends, but have found nothing that works. Obviously I have "remote" enabled on the remote installation, and "remoteuser" set to a user with admin privileges, whose credentials the local system is using for the synch (although I have tried various combinations of users and credentials). When I send a curl command from a cmd shell, like

I have sometimes gotten the expected response

so I am not doing anything completely wrong with xmlrps or the URL, but sometimes I get the equivalent error message

Besides the repair of the laptop (mostly the microphone), I have updated to Windows 11 Home, have reissued my SSL certificate at Namecheap, have updated various extensions on the wikis, and havemade changes to the ACL (which I have since reverted). None of those thing should matter, but obviously something did. Thanks a million for any suggestions!
