Did not see anything untoward in /var/log/syslog
Did find an error in /var/log/apache2/error.log:

It refers to this lin in /var/www/html/dokuwiki/inc/init.php:
$abs ??= $conf['canonical'];
I put a space before the "=" - no change.
I removed the "=" - no change
I restarted apache2 between the tests
systemctl says apache2 is running:

When i delete the "/dokuwiki" from the url. i get the Apache2 Debian Default Page
My data is backed up into a tar file. Looking for the quickest resolutiuon to repair or re-install.
