it fixes the code at 200px, so one lined code blocks still require 200px! I was hoping for some attributes like maxlines = 25 or something like that.
If it is not disturbing to much that there will be scroll bars visible in any case, than you could use max-height and overflow. In the event you want to define quanity of line you could use em instead of px, see below. Setting overflow to auto does prevent scroll bars on small code-blocks on my browser (IE).

EDIT:
change the code block elements (eg. code blocks by indent and filename) only for viewing within a browser but not on e.g. print.css.

-> damn another edit: forgot to tell you about the padding (e.g. 0.5em) what has to be added also
25 lines + 25 lines x 0.5em + 0.5em = 38em (approximate value, pls. test a bit to find it correctly)
