On the User Manager page a user can be assigned to a Group. The label for the group assignment says "Groups:", thats plural. So I assumed that the groups would be delimited by spaces and entered "user author admin". Then I when to the Access Control List Management page and clicked the Group dropdown excpecting to see three entries: user, author, and admin. But my expactations were not met. Is it possible to assign a user to multiple groups? If so how do I do this?

try commas instead

Did you mean I need to use commas or give them a try? I tryed commas and the results were the same as with spaces.

Sorry I misunderstood part of your question. So there are two answers:
1st: use commas to separate different groups for a user
2nd: There is no group dropdown. There is only a selection if your ACL rule should affect a user or a group. Which group or user is to be affected has to be entered manually in the text field.

Duho, I see that now. Thanks
