Github uses Markdown. pandoc (https://pandoc.org/) should be able to convert (at least simple) DokuWiki syntax to Markdown.

Prinzipiell reicht es über die Paketverwaltung PHP zu installieren und dann den in PHP eingebauten Webserver zu verwenden. Auf Debian-basierten Systemen: apt install php-cli

Dann kann das Wiki auf dem Stick gemountet werden (geht vermutlich per doppelklick in den meisten grafischen Systemen) und dann kann per php -S localhost:8000 index.php ein lokaler Server gestartet werden. Dafür könntest du auch eine Batchdatei mit auf den Stick legen, dann geht das vielleicht auch per Doppelklick.

You need an URL other than localhost, because as the name implies localhost can only be reached locally. DokuWiki on a stick binds to all of your computer's network interfaces, so it should also be reachable via the IP address of your computer. Eg. use something like http://192.168.1.15:8080/lib/exe/xmlrpc.php as the URL (with 192.168.1.15 being the IP address of your computer).

Don't. Unless you have a very very good reason to do this and your plugin is only rarely used on a page. Doing this instantiates a completely new parser/rendering cycle (within the current one) and is bound to become a performance nightmare.

There is no reason for your plugin to *create* wiki syntax. If you want to *accept* wiki syntax provided by users, then use the proper mode handling mechanisms as described at https://www.dokuwiki.org/devel:syntax_plugins#key_concepts

https://www.dokuwiki.org/plugin:markdowku scheint mir die bessere Variante zu sein, für das was du willst.

Alternativ kann https://www.dokuwiki.org/plugin:markdownextra auch automatisch den Markdown-Parser zu verwenden wenn der Seitenname mit .md endet.
