I suppose that to test it I have to re-install the unmodified language plugin first.
Not sure about this, as I am not really familiar with the use of that plugin.
If I were younger I would join you all and help with the coding.
Hate to play age-one-upmanship, but I do have more than 10 years on you.  Never say never!

I'm afraid I've been out of touch for 4 or 5  days, and wasn't aware that there had been a solution. But I had begun working on this problem because I already use a User Profile dialog for ckgedit which enables users to choose on a per-user basis which editor they want to have as primary, dokuwiki or ckeditor.  So it was a matter of re-casting this for use in per-user ui-language selection and adding another dialog to the user profile. It seemed like a reasonable addition to the tplmod plugin, which enables the administrator to make various alterations to the template:

You don't have to use any of the other features of this  plugin; it's pick and chose.

With this version of get_inf.php, you can place it on your server, put the .ser file in the same dir, and access it in your browser:
   http://your_server/get_inf.php?id=file.ser
It will print the output to the browser.

The above assumes you have php on your windows machine; otherwise you will have to install it.

put the script in the directory where you have the .ser file; open  a command prompt window.  Navigate to that directory and type
    php get_inf.php file.ser

Attached is a tool I've been using for a long time. Unzipped it is get_inf.php. If you are on a linux machine and have this in a bin directory that is in your path (and php is in your bin directory, which it should be),  then you can just type at your command line:
    get_inf.php file.ser
Otherwise:
   php get_inf.php file.ser

If you bother to inspect the script, ignore the .gz stuff; I must have been using it for something once that I can no longer recall.

You have to set allow_url_fopen to true in php.ini.  But I don't know if you can create a snippet this way.

I don't think you will find this as a plugin, but you might be able to find someone on wikimatrix who will be able to write a script that can do this for you.

I assume you mean, how do you access your wiki on the open Internet.  You can do this if your office maintains an IP address/or domain name that is accessible from outside the office.  Then you can put your wiki in the directory that is accessed when pointing your browser to your office web site.  If your office only maintains a LAN, a network that is limited to your office and its computers, then this is not possible.

see the header to mime.conf:
Mimetypes that should be downloadable and not be opened in the [browser]
 should be prefixed with a !
