A media access instead of the expected navigation based on the page uls_navigationsmenu.
That usually happens when the plugin isn't loading at all. I.e. either it is disabled or something is wrong with its installation or you see a cached version (all of which is covered by the
FAQ on plugin problems).

Is that correct?
Most of this is correct, with the exception that the navi pages don't match. I.e. you should either correct
{{navi>uls_navigationsmenu}}[/m] to be [m]{{navi>:navi:uls_navigationsmenu}}, or you should move the page "navi:uls_navigationsmenu" to the root.
It might also help to add a
~~NOCACHE~~ to your sidebar page.
