The second-easiest way is using the wrap plugin, combined with the include plugin
https://www.dokuwiki.org/plugin:include
https://www.dokuwiki.org/plugin:wrap
You'd have something like:
= A Header
<div my_custom_list>
* one
* two
</div>

In the main body. Somewhere in the page, you would have:
{{page>mycss}}

The file mycss is a standard dokuwiki page which can contain all your custom css. Note that as it is a standard dokuwiki page, you will need to ensure you have<html> tags to begin the section that contains your css code. The page mycss might contain the following:
<html>
<style type="text/css">
div.dokuwiki h1, div.dokuwiki div.wrap_h1 {
background-color: rgb(188,62,44);
border: none;
color: rgb(35,31,31);
font: small-caps bold 390%/1.2 Chinyen, serif;
padding-bottom: 0.25em;
padding-top: 0.25em;
text-align: center;
text-shadow: none;
}
div.dokuwiki wrap_my_custom_list {
color: hsl(0,0%,0%);
list-style-type: disc;
}
</style>
</html>
