Templates are better. I was able to download 94 out of 101.
There are currently 127 templates. When I did the last template survey (August 2014) 103 out of 124 were downloadable. That's about 83%. Downloadable plugins are currently about 85%, so not that very different when seen in relation.

If the original author has abandoned an extension, I would always opt for an
adoption if possible. But that only makes sense if the adopter aims to maintain it. If some code is just cloned and not changed at all for several years, I don't think it's worth it.
It doesn't make sense to keep everything we can for the sake of it if it means the quality of extensions will deteriorate because no-one keeps maintaining them.
