You can uninstall any template except the default "dokuwiki" template.

I was asking because your description of the problem didn't match the default template (there is no "navigation window" and the search bar is not on the left). So, in order to understand what you mean, I needed to know which template you use.
Your issue is a bug in the DokuBook template which hasn't been fixed yet, triggered by a change in the core DokuWiki. The issue is the same as described here:

All you need to do is change the following in the file
lib/tpl/dokubook/conf/default.php:
$conf['closedwiki'] = false;
$conf['logo'] = false;
Change that to:
$conf['closedwiki'] = 0;
$conf['logo'] = 0;
After that you can go to your wiki's configuration manager and untick the checkbox under your template setting "Closed Wiki (Navigation shows only the login form if not logged in)". (Unticking before the change won't work as the bug is causing the change not to be saved.)
