If I follow this, I think you may be able to use the snippets plugin. Although it is aimed at "snippets", it can be used for other pages as well. You can insert core documents as snippets, and when a snippet is updated, it will be updated across the site.

We're considering using Dokuwiki to create client specific manuals from pages specific to each task.
Each help page will be accessible from a help link from the relevant section of the software (using the API in our app to pull just the specific html).
The complete end user document will be built by including both generic and client specific pages into one "big" per client page.
Client specific pages will have identical names to the generic ones but be in a client specific namespace.
That way when we update documentation on a core generic feature we only need to update one page and all the client docs will be updated and when we make a page change to a client specific page we know it will only be visible to that client.
Question :
Is there a way to say: "include the generic page IF the client specific page doesn't exist"?
