utf8_encode is not available

I'm trying to install Dokuwiki on an Ubuntu server based on these process here: https://www.dokuwiki.org/install:ubuntu

When I'm following the process on a local virtual machine in Virtual Box with Ubuntu server, it works good.

If I install on a VMware server I get the follow errors when I open the install.php:

PHP function utf8_encode is not available. Maybe your hosting provider disabled it for some reason?
PHP function utf8_decode is not available. Maybe your hosting provider disabled it for some reason?

Any ideas what might be wrong?
