You do have rules that conflict - you just don't know it. The rules in your .htaccess are only part of the rules processed by your webserver.
As for "condescending" (ironically) - you have the wrong end of the offence. This is DokuWiki not Stack Exchange, where you'll find the responses less gentle when people post off-topic and without providing useful information (or bothering to do any prior research).
You haven't bothered to post information about your webserver - I had to guess that you're using Apache; you don't say what the environment or OS is - and you neglected to mention you are using a CDN. All of which is pertinent information, don't you think?
If you'd mentioned CloudFlare I would have pointed you at
mod_cloudflare - and
not condescendingly asked why you signed up for a service without bothering to read the
basic guides they provide (though I'll continue to post answers there for people who do bother to read them).
Feel free to post more complaints about how answers to questions you can't answer, are provided by people who do know the answers - but have to pull teeth to get the required context. I'm not sure it'll encourage more volunteers to support DokuWiki - if that's important.
