Noticed your post in my search for a guide to using a plugin that (
maybe) promises the same capability. I found
tagsections, the title of which hints at the capability I want. All I know at this point is that it promises to "
Add tags to sections using the taggadd gui" and "
Tag sections of a DokuWiki page. It will add buttons in edit mode and display the tags differently and without links if configured". And that it relies on the
tag - which makes me hopeful it will do what I want (which also
seems to describe your requirements).
It doesn't add a button to the DokuWiki editor in the current stable release using the default template (theme)...
I have been unable to find
documentation.
I haven't a clue what the "taggadd gui" is - neither does Google. Though I did find
one DokuWiki that uses it - but the administrator and I may not share a common language, and
another where I might be able to make myself understood, and you would have no problems (there is also the author of the plugin who is fluent in German and English).
If you try using it, and have some success figuring out how to use it, it'd be appreciated if you updated the plugin page with instructions.

late addition] I was wrong! It does add buttons. See attached screenscrape - note the gray markers beside the sidebar that correspond to the five section levels in the main content. Clicking on one of them opens the "taggadd gui". :)
