can I create tiered user access?

Subject: User Access
I've read over the Access Contron page and I'm not sure if this is something that I can do or not. I'd like to create multiple access levels on the wiki I'm creating. For example, I'd like admins to be be able to access all pages, users to be able to access 90% of the pages and, say, clients, to have access to 40% of the pages.

Is that possible? If so, how? I'm not sure I get it based on the Access Control page. I can't figure out how to create more than 2 tiers.

You should be able to do this with the the ACL system by assigning different users to different groups and setting access privileges for each group. Go to Admin->Access Control List Management.
