From a working DokuWiki (note that this background uses a small, seamless image that is tiled to fill the screen)
background: #FBFAF9 url("/grow/lib/tpl/grow/images/bg2.gif") repeat scroll left top

In this case "grow" is the name of the client's DokuWiki, and I created a custom template from them called "grow". You could use the full path to the image (e.g.
https://virk.com.de/wiki/lib/tpl/bootstrap3/images/bg.gif). Using a path to anything below
$DokuWiki/data/$Whatever will not work.
You'll need to make sure that your template's CSS doesn't provide a background - if it does, add
!important to your
background entry in
$DokuWiki/conf/userstyle.css
Tip: in Firefox right-click on a page in your DokuWiki and choose
Inspect Element (Q) from the drop-down menu to view the CSS rules used by different elements. You can then modify rules and values, as well as add new ones.
Also - you can use
html, body as the selectors instead of just
html e.g.
html, body {
background: #FBFAF9 url("/grow/lib/tpl/grow/images/bg2.gif") repeat scroll left top
}

You may see errors because
-moz (Firefox) and
-webkit (Chrome) are not (yet?) standard CSS. You only need them for some browsers. Likewise
-o (Opera), and
-ms (Miserable Standards). They will fail a CSS Validation test, but will be ignored by browsers that don't support them. They are useful if you (or your boss) believes a site should look identical in all browsers.
