You can remove certain words from the
blacklist by editing
conf/wordblock.conf and removing the RegEx patterns that match those words. Or just
disable blacklisting completely.
You can use the
whyspam Plugin to find out which words in a block of text have been blocked.
A1. conf/wordblock.conf is not RO by default. Check your file
permissions. The following is typical
permissions for that file - note that it can only by written by the owner (in this case - the webserver,
www-data).

Q3 are the same question. The answer is to edit
wordblock.conf the existing way (in a text editor). If every configuration option was part of the Admin
Configuration Settings page - it wouldn't be
a page it'd be many pages :)
A4. That's unlikely - as your needs are contrary to the needs of the people who use that list (they want to block posts that use those words - you want to create a site that uses those words (you should disable blacklisting or modify
wordblock.conf to suit your peculiar needs).
