In the conf directory you should find a file named
acl.auth.php.dist. Rename it
acl.auth.php. If it doesn't exist create it with the following content:

Change the owner to the owner of your apache installation and make sure it has write read/write access. On ubuntu/debian it's
www-data, on centos/redhat
apache.
Also, make sure you have a file named
acl.auth.php. If not, create it:
# <?php exit()?>
admin:$1$cce258b2$U9o5nK0z4MhTfB5QlKF23/:admin:admin@mail.org:admin,user
Again make sure that the web server has read/write access to this file. These changes will enable you to login as
admin. Once you can login as
admin, you can create new users and set up your ACL using the administration tools.
