Anyone? performance is getting worse;
Takes 20 seconds to open a page, almost a minute to save an edit.

Just some things I (user, no expert) would try:
1) Append ?do=check at the wiki-address in the browser and examine whether everything is okay.
2) Disable all plugins and check whether speed problems are gone.
3) Install a new fresh dokuwiki parallel to the existing one and check whether speed problems are gone.
4) Can you exclude hardware problems? (Hard disc failure, Ethernet cables, etc.)
5) Can you exclude permissions problems!

Thanks for the suggestion! I changed the setting in Configuration Manager and saw no difference. BTW, today in addition to saving pages being slow, it is taking 20 to 30 seconds to open a page.
After I saw no improvement, I opened dokuwiki.php in the conf directory and found
$conf['dnslookups'] = 1;
which I changed to
$conf['dnslookups'] = 0;
It looks like Configuration Manager does not always change the setting
Anyway, now some pages load quickly. others still take 20 seconds or so. And, saving still takes approximately 40 seconds.

I have a new DokuWiki in-house wiki running and adding content. So far, it works well and I noticed nothing out of the ordinary. However, today saving a page takes 35 to 45 seconds. Preview takes 10 seconds to display.
Moving between pages seems to be normal. I am not aware of anything unusual going on with the host server:
Microsoft IIS7 on Windows 2012 R2 (Hyper-V VM)
Hyper-V host is Proliant DL380 G9 running Windows Server 2012 R2
HV environment includes 17 VM peers
Memory usage at 59%
CPU runs in single digits
Disk I/O floats either side of %40 - doesn't appear overloaded
Storage is 20 Gigabit SAN
Network is 1GB Ethernet IPv4
This is a "utility" server and also runs IPSentry and Directory Monitor; Otherwise, it is left alone - no user login etc.
Can someone advise me how to troubleshoot this problem?

4) = Yes, i have gone through hardware and all is well
5) = not entirely, is there a document with specifics I could check against?

1) Attached is screen shot of ?do=check action
I searched extensively on how to correct the locale issue, but found nothing that applies to my environment
2) Disabled all plug-ins and did not see any change in performance
3) have not yet built another Dokuwiki for comparison
5) went through the DokuWiki permissions pages and added IUSR and IIS_USRS giving them write permission to the recommended directories.
next, try to get parallel install going

thanks for the suggestion. I did see that thread before I posted; unfortunately, theirs is not a similar environment. I am running on Windows 2012 R2 Enterprise Edition. Access is across the network, not on the host itself.
For the sake of argument, I connected to the wiki from the host with Firefox and checked some operations. They result in the same times - 10 to 20 seconds to open page, 40+ seconds to save

I have no further idea. I assume that the server log will be full of error reports; perhaps it is related to php somehow; could be a timeout problem. I once got the following: PHP Fatal error: Maximum execution time of 30 seconds exceeded in /Users/dsfasf/Sites/asxfvdr/inc/parser/lexer.php on line 118.
Back to the roots: You wrote in your very first post: "However, today…." What has happened on that day?

The fix for me was to:
copy page files to backup location
rename the root directory on the data drive
remove website from IIS
reboot server
create new site
install dokuwiki files
copy page files from backup to \data\pages directory
All is good now. Thanks, again for your help!

forgot to reply to your question;
I expect the problem was permission related, but was not able to identify what/where.
What I did on that day was to make a share on the dokuwiki\data directory so I could back up the pages from another server.
First thing I did after the slow performance appeared was to remove the share, but the damage was done.
