How to allow an user to make pages inside onces own usernamespace only

Subject: Namespace
How to allow an user to make pages inside onces own usernamespace only but allows to edit files of another user(except the public page of the user(having users name as pagename)). I am a newbie so help me in plain english sir.i looked in acl but ambnot an expert in it. I just want that all pages created by an user must be inside his name space like if the users name is japhin. Inside root/user/j/japhin(made with usernamespace plugin) which contains a txt public file japhin (only editable by japhin)  and also contains other pages created by him but editable by others.(also make sure that user cannot make page anywhere except inside his namespace)
