However, I think you can do the same without using any html code.
You might consider using the Externallink plugin or even this syntax: [[this>/some/path/on/the/server/foo.pdf]]

I have a small dokuwiki on my synology NAS which I use for semi-structured remind-me's and the like. One page is a list of useful manuals in pdf format which are located in the directory dokuwiki/Manuals.
The following line on the page causes a download dialog which allows me to read the pdf with Foxit reader.

I have just bought a new synology NAS but with the same level of synology software and dokuwiki this no longer works - it appears to strip out the html tags and offer the contents as a list item.
Any suggestions as to what I am doing wrong?

Did you check your configuration settings? There's an option which controls whether html code is allowed within a page. It's called htmlok

I had attempted to compare the configuration settings but there are a lot of them and I obviously missed the little tick in the box. Easy when you know where to look.
I don't remember changing that setting when I first created the wiki but it was some time ago so the installation default might have changed for safety reasons in the meantime. Anyway, it works as I want it to now.
