At the moment this is not possible. Because this is a reasonable request, I added a feature request to the bug tracker here:

I also realize I could add some page/ document to the wiki:images: namespace and then it would show up in the ACL manager...but then it would also appear in the Namespace index in my sidebar navigation which I don't want.
As a workaround you could add a page to the wiki:images namespace, set up all necessary permissions in the ACL manager, and then *delete* that page again.

A plugin will not help (not any of the existing ones, anyway). But you could still just edit the
acl.auth.php manually. Read this for more information:
