Well, it depends on what the "basic features" are.
You can always remove some elements that work as an option and have clear identifiable defaults for them, such as unused languages under inc/lang[/m] or unused authentication methods under [m]inc/auth, and keep the plugins to a minimum, but beyond that, DokuWiki is already tightly packed and lightly built.
For most practical DokuWiki installations, anyways, the user-generated content (that is, anything under data/) will take way more space than the DW installation itself.
