I think there are many FTP tools that can sync between a local and a remote filesystem based on timestamps. It's how many people still "manage" their homepages.

my DokuWiki is installed on a shared hosting account. I only have ftp access. Execution time of PHP Scripts is limited (30 seconds?). How can I backup my Wiki? I want to copy changed or new files only. Is rcp possible with ftp?

You could use tar, accessed from a javascript ajax call:
tar --newer-mtime date -czf wiki_pages.tgz pages/
For instance:
tar --newer-mtime 2010-08-01 -czf wiki_pages.tgz pages/
Then you can download (and delete wiki_pages.tgz) using ftp.

There seems to be a program that makes a remote ftp source available like a local folder. Then, synchronization with rsync should work. But I haven't tried it yet.
