Oh, you mean the screen styles? That's because they are in the *core* styles, so that the underline style is part of every wiki, independent from the template.
Until yesterday it was part of lib/styles/style.css. But yesterday I split them up into screen.css, all.css and print.css, so that e.g. the underlining will be added automatically not just to the screen styles, but also to the print styles. So, from the next release on, template authors don't need to care about them anymore.
