Yes, it seems they do. :)
The don't. I have no clue why this behaves like it does in your case, but the admin most definitely does not need to be in the user group.
The one thing you forgot to mention in all your posts: Which *authentication* system do you use? It cannot be the default one, because you mentioned you fixed your login issue by changing something in an SQL database...
