I think what is happening with your form is that:
1) The first fieldset creates the variables "sequence number", "Sequence" .. "Remarks", "Add another sequence?"
2) The second fieldset (if invoked) overwrites all the variables "sequence number", "Sequence" .. "Remarks", "Add another sequence?"
3) The form is submitted and is inserted as sequences:<second sequence number>
I hope Andi will get back to you, but I don't think you can do exactly what you want. Even using different variables for the two fieldsets wouldn't work since you'd just generate a single page containing both sets of information.
I hope this isn't just noise,
