That's the nature of it and is bound to happen again. I suggest providing new language updates for nearly completed languages only after a feature freeze, i.e. shortly before a new release. Otherwise it doesn't make much sense ...

Yes. For languages over 98% or so, it would make sense to directly notify those people at that time, and allow a few days for as many as possible to be returned. Maybe you already do this? I'm new round here so don't know all the history. :)
French and Brazilian Portuguese were updated to 100% again. Soon after that, some new strings were added, which reduced them both to 99.82% again.
Previously completed languages sat at 99.10% complete as of last week are also therefore down to 98.92% now.

There's the I18N mailing list (
http://www.dokuwiki.org/mailinglist#i18n_mailing_list). Many new translations are sent through that list after each announcement of a feature freeze. You should probably join. ;-)

I might have a new lead for Setswana (3.24), and I think that Icelandic, Lithuanian, and maybe Bulgarian are now progressing. :)
English, German and Portuguese are all back to 100% again.

There should have been two updates on the way today. I'm not sure if the first is the Hindi or the Tamil update.
The other is Basque, now updated to 100% complete.

There are now 31 languages in position to be 100% complete with very little work (either five or six phrases to complete) at the next 'feature freeze'.
